The 22-year-old will join the Etihad club on July 1 after a deal that includes his release clause, signing-on fee and agent fee, summing up to €100m was agreed.
Liverpool were linked with the ex- Borussia Dortmund star but were forced to cool down their interest owing to the heavy sum needed to be forked out for the player's transfer fee and wages.
But the Reds will now have to watch the Norwegian line-up for their Premier League title rivals in the coming seasons.
After Liverpool beat Aston Villa 2-1 on Tuesday Klopp was asked if Haaland's move to City will improve the Premier League rivals.
"A lot," the Reds boss replied. "Good player, good player. City was never and will never be a team who wins games because of one player. They have a specific way to play.
"Erling will realise all of a sudden he will score a lot of goals on the second post where he just puts a foot on it. He will love that. He will have other situations. He's a real beast. He was injured a couple of times at Dortmund but when he's fit, he's a real beast. Unfortunately, a really good signing."
Haaland has scored 85 goals in 88 matches for Dortmund since joining from RB Salzburg in January 2020. The Bundesliga club host Hertha Berlin in their last game of the season on Saturday and can henceforth delist the Norwegian's name from their squad.
