The Reds are reportedly closing in on a deal that could rise to £6million with add-ons included for the player.
Ramsay, 18, is being chased by Leeds United and several other sides in England and Italy but is more likely to favour a move to Liverpool.
While the Scot inclusion to Jurgen Klopp's squad would serve a possible rotation for Trent Alexander-Arnold it also could spell the end of Neco Williams' time at the club, despite the Welsh full-back making a positive impression when on loan at Fulham.
