The arrests followed reports that some Napoli fans in the city centre were armed with golf clubs, which turned out to be flags and flagpoles that were later seized by the police.
Jurgen Klopp's men drew 1-1 with the Italian visitors leaving neither side a place in the last 16 of the competition until their final group games.
Dries Mertens first-half goal gave the visitors an initial lead before a Dejan Lovren header in the 65th minute leveled things up for the Reds.
