The Reds are keen to land the midfielder who was one of the stars of the Bundesliga last season.
Liverpool boss Jurgen Klopp has made the Guinea international his top midfield target, but the German club have insisted he is not for sale despite the belief that £70m could secure his signature.
Leipzig sporting director Ralf Rangnick said: “We will definitely not be letting any key players go. There’s nothing that will make us budge.
“It’s totally normal for clubs to be interested in our players, but that doesn’t affect our stance on the matter.”
Keita, 22, is believed to be interested in a move to Liverpool and was set for talks with his club this week to discuss his future.
The Reds would be prepared to offer him a long-term deal in excess of £100,000-a-week.
Klopp believes Keita’s box-to-box style will add dynamism in midfield to help unlock teams who play defensively against the Reds.
